Treasurers Report-   83 homeowners have paid their dues in full. Ten homeowners owe dues for 1 year or more. One home has a lien filed against it. The HOA should receive the dues for the property for sale on Parkington Place when the sale is completed. Money has been saved by not watering the park and only having landscape maintenance as needed. The HOA had a net profit of $1, 428.82 for 2023. Report Approved.

 

Beneficial Ownership Information Report: Effective January 1, 2024, business entities formed or registered prior to 1/1/2024, must file an initial beneficial ownership report with the US Treasury before 1/1/2025. For this report, a ‘Beneficial Owner’ must be established. Based on roles and responsibilities it was proposed that our Treasurer and Registered Agent, Nancy Rollinsbe named our HOA’s ‘Beneficial Owner’. The Board of Directors approved. 

 

Treasurer recommended no new HOA dues increase this year. This was approved by the Board of Directors.

 

Park Report: Nothing at this time. 

 

HOA Picnic: Wednesday, August 7th.

 

Next meeting will be July 18th at 7 pm.

Treasurers Report-   82 homeowners have paid their dues in full. Eleven homeowners owe dues for 1 year or more. One home has a lien filed against it. The lease-to-own properties are now current with their dues. The property currently for sale on Fircrest is up to date with its dues. The HOA should receive the dues for the property for sale on Parkington Place when the sale is completed. Money has been saved by not watering the park and only having landscape maintenance as needed. It is expected that more visits will be needed to maintain the park this fall due to growing grass and leaves falling. A discussion will be needed in January regarding an increase in dues. The HOA will be required to pay Federal Income Tax on its CD. It is taxed at 30%.  Motion to accept the report as read. Approved. 

 

Park Report: Nothing at this time. Will have something to discuss at the next meeting.

President David Black welcomed everyone, described the boundaries of the HOA and what the purpose of the HOA is about.  Also introduced all current members of the HOA Officers, Board Members and Architecture committee.

Introduction of the park committee. Explained the missing park benches.

Elections:

Board position 2024 this position was to fill Caitlin Ehli spot.  First voted to fill Ken Kings position this was in error.  Caitlin Ehli was nominated by Rick Chapman, 2nd by Jessica Beverage.  No other nominations were received. Motion for unanimous consent was made by Gerry Austin, 2nd Jason Jablonski. Unanimous consent given for election. Caitlin Ehli duly elected for Board Member position

Office of President: Dave Black was nominated by Rick Chapman 2nd by Caitlin Ehli. No other nominations received. Moved for Unanimous Consent to elect Dave Black as President.  Motion granted. Dave Black duly elected by Unanimous Consent to the office of President.

Office of Vice President: Ken King nominated Alisha Hussey for VP.  2nd by Rick Chapman.  No other nominations given. Motion for unanimous consent. Motion approved.  Alisha Hussey duly elected as Vice President by Unanimous Consent.

Office of Treasurer:  Gerry Austin nominated Nancy Rollins as Treasurer, 2nd by Caitlin Ehli.  No other nominations received.  Motion for electing Treasurer by Unanimous Consent. Motion Carried. Nancy Rollins was duly elected Treasurer by Unanimous Consent.

 

Office of Secretary:  Jessica Beverage nominated Jason Jablonski for Secretary.  2nd by Gerry Austin.  No other nominations received. Motion to elect Jason Jablonski as Secretary by Unanimous Consent. Motion carried.  Jason Jablonski duly elected as Secretary by Unanimous Consent.

New Business:

One member inquired about the park and possibilities of selling the property county.  Discussion was had regarding the exact size of the property involved(1.71 acres).  And how would need 2/3 of the home owners to agree to the land transaction.  Was also pointed out that the HOA/Home owners would not be able to receive payout for property.

Brought up about an LLC purchasing property for Lease to own customers and wondering if there was anything in CC&R’s regarding legality.  Gerry Austin pointed out that according to our CC&R’s that there is no rule stating the limitations of LLC’s purchasing property.  It was also pointed out that HOA’s do not have the power to “pick and chose” who is allowed to purchase/move into their areas. 

 

Good of the Order:

President reminded everyone the importance of having a will incase something bad happens.  There are two properties where someone passed and did not have a will. The houses stayed in a state of disrepair for up to 5 years.

Treasurers Report-  77% of homeowners paid their annual dues.  Requested Lien filed on lot that has not paid annual dues since 2017. Board members voted send letter for notification of filing lien.  If Owners have not made attempt to pay back dues by annual meeting lien will be filed on the property. Owner next to park to speak to landscaper trimming the black berry bushes growing over the fence.  Motion to accept the report as read. Approved.

Arc report: updated about two properties where special assessment were voted on.  No response from either Homeowners.  One of the homeowners did receive the notification from the Post Office that letters were delivered. Arc letter were dated 14 April fine of $100 for roof properties if no action taken by 16May.  Proposal to move forward in special assessment process. Board members present voted unanimously yes.   Other property was fined $100 given no action from last notification there was a deadline given of 31 May21.  New assessment being proposed of $200 for violation of article 14 Arc unanimously voted to move forward with fines. Board members present voted unanimously. New complaint from neighbor regarding Rats coming from same property. 

Annual Picnic: speaking about having it in person.  Need to investigate how to do food. Will have to reconvene in July to speak about how to proceed with food. As it stands right now only food that is pre-wrapped.

3. Old Business

Park Committee benches not removed. Will have them stay put until unusable.

Need to order signs and small bag dispenser. Caitlin will take for action.

 4. New Business

cost of living increase of dues talked about.  HOA can raise 1.6% per.  Treasurer propose to not increase dues. motion proposed and carried that dues will not increase for 2021. Dues stay at $68 for 2021.

Status of Annual Assessments - Due on 3/31/2020

• 83 owners have paid their 2020 Assessment = 89%

• 10 owners owe for 1 or more years:

• for 2020 1 @ 68 + 3 @ various amounts including 1 ARC Assessment

• for 2019-2020 4 @ various amounts including 1 with lien fees

• for 2018-2020 0

• for 2017-2020 1 @ 314.49

• for 2016-2020 1 @ with lien = 663.39

• Total past due (including liens) = $1,979.47

• The owner who set up a “payment plan” in 2020, completed payments this January

• We still have outstanding Liens which were filed on two properties on Oct 1, 2019

• The title company sent a check for $72 to cover 2021 dues for a property sold in

December; I will record the difference as credit towards 2022 dues.

Set 2021 Assessment Amount

• Bureau of Labor Statistics changed the Geographic Structure for Consumer Price

Index (CPI) in 2018. The Seattle-Tacoma-Bremerton CBSA (Core Based Statistical

Area) has been updated to Seattle-Tacoma-Bellevue, published bimonthly in even

months. The metropolitan area covers King, Pierce & Snohomish counties.

• The CPI change was 1.4% or 1.6% depending on which report is used.

• The CC&R's restrict change to "no more than" the CPI change for the prior year.

If we vote to change the "dues" for 2020, the maximum increase would be

@1.4% $68.00 +0.95 = $68.95 @ 1.6% $6.00 + 1.09 = $69.09

• I do not recommend an increase this year.

If all owners paid, our income should be $6,324

• Please note that we had a net profit in 2020 of $553.30

• We collected $1,140.51 for prior years assessments, interest and fees

• We also received $72.32 in “future” assessments and $20.00 ARC Special

Assessment.
