Treasurer’s Report presented by Nancy Rollins
Status of Annual Assessments
·         78 owners have paid their 2019 Assessment = 84%
·         15 owners owe for 1 or more years:
§  For 2019       6 @ $67.00, 3 more at various amounts $7.00 to $66.68
§  For 2019       1 with lien fees due $242.45
§  For 2017-2019           2 @ $220.08 + 1 @ $214.25
§  For 2016-2019            2 @ various amounts
·         Total past due (including liens) = $2,073.32

·         One owner set up “payment plan” at $25/month – 4 payments received
·         Liens filed on two properties on Oct 1, 2019
§  One owner paid the amount billed in February (no certified fee) on Oct 2
I mailed notice that the lien had been filed, so additional $242.45 is due
§  No response from the other owner

§  Still need to buy new signs and mutt mitt dispenser and bags

Set 2020 Assessment Amount
·         Bureau of Labor Statistics changed the Geographic Structure for Consumer Price Index (CPI) in 2018. The Seattle-Tacoma-Bremerton CBSA (Core Based Statistical Area) has been updated to Seattle-Tacoma-Bellevue, published bimonthly in even months. The metropolitan area covers King, Pierce & Snohomish counties. 
·         The CPI change was 2.2 or 2.1 depending on which report is used.
·         The CC&R's restrict change to "no more than" the CPI change for the prior year.
§  If we vote to change the "dues" for 2020, the maximum increase would be 
§  @2.1%  $67.00 + 1.41 = $68.41           @ 2.2%  $67.00 + 1.47 = $68.47 
·         I recommend that we increase the dues $1.00 to $68.00
If all owners paid, that would only increase annual income by $93.00
·         Dues were increased $1.00 in 2017 and 2018 and increased $2.00 in 2019
·         Please note that we had a net loss in 2019 of over $600 before expenses for park improvement. We did collect $1,013.31 for prior years assessments, interest and fees.

Old Business
Park Committee
·         The Park Committee has signed off on the bid for a new fence, that has since been competed by Viking Fence. Two benches were also purchased and installed.
§  Outstanding – The Park Committee is still needing to purchase two “Private Property” signs, a Mutt Mitts box and bags.

New Business
2020 Assessment & Newsletter
·         2020 Dues – Set 2020 Assessment Amount
§  Based off the CC&R, the Treasurer recommends an increase in Annual Dues by $1.00 to $68.00.
§  A motion was made and passed to increase the Annual Dues by $1.00 to $68.00
·         An updated newsletter will be mailed with the 2020 Assessment notice at the end of February.
