Conifer Park #6 HOA Meeting

Meeting called to order at 6:43pm – Dave Black

Due to COVID-19 and social distancing, meeting was held via Zoom

 

Treasurer’s Report presented by Nancy Rollins

Status of Annual Assessments – Due 3/31/2020

·         78 owners have paid their 2019 Assessment = 84%

·         15 owners owe for 1 or more years:

-          2020:                3 @ $68.00, 3 more at various amounts $1.00 to $67.75

-          2019-2020:      5 @ various amounts (1 includes lien fees due $242.45)

-          2018-2020:      None

-          2017-2020:      2 @ $314.49

-          2016-2020:      2 @ various amounts (includes 1 lien filed 10/1/2019)

·        Total past due (including liens) = $2,666.99

·       One owner set up “payment plan” at $25/month

-          3 payments received in 2019

-          6 payments received to date in 2020 – Current balance $182.96 

·         Liens filed on two properties on Oct 1, 2019

-          One owner paid the amount billed in February (no certified fee) on Oct 2

§  I mailed notice that the lien had been filed, so additional $242.45 is due plus 2020 assessment of $68.00 = $317.72

-          No response from the other owner

·         “Past Due – Second Notice” sent June 1, 2020

-          Payment received from 9 owners since my last report

 

Expenses

·         Park Improvement

-          Still need to buy new signs and mutt mitt dispenser and bags

·         West Sound Utility District

-          Monthly meter fee increased from 57.17 to 60.03 effective March 1, 2020

-          No water use through June

·         Progressive Landscapes LLC

-          They have not increased their rates for 2020

-          They now usually bring a “hang tag” to my door after their service so that I know what work they have done

-          I contacted Richard on July 6th requesting that the sprinkler system be turned on and asked that he check to see it’s working correctly

·         Insurance

-          Annual “Dishonesty Bond” premium paid @ $170.10

-          Annual “Director & Officers” premium paid @1,354.00 – increased $19

-          Waiting for “Liability” premium bill – expected to be $300 again

 

Old Business

·         Park Committee

-          Outstanding – The Park Committee is still needing to purchase one or two “Private Property” signs, a Mutt Mitts box and bags.

Set 2020 Assessment Amount
·         Bureau of Labor Statistics changed the Geographic Structure for Consumer Price Index (CPI) in 2018. The Seattle-Tacoma-Bremerton CBSA (Core Based Statistical Area) has been updated to Seattle-Tacoma-Bellevue, published bimonthly in even months. The metropolitan area covers King, Pierce & Snohomish counties. 
·         The CPI change was 2.2 or 2.1 depending on which report is used.
·         The CC&R's restrict change to "no more than" the CPI change for the prior year.
§  If we vote to change the "dues" for 2020, the maximum increase would be 
§  @2.1%  $67.00 + 1.41 = $68.41           @ 2.2%  $67.00 + 1.47 = $68.47 
·         I recommend that we increase the dues $1.00 to $68.00
If all owners paid, that would only increase annual income by $93.00
·         Dues were increased $1.00 in 2017 and 2018 and increased $2.00 in 2019
·         Please note that we had a net loss in 2019 of over $600 before expenses for park improvement. We did collect $1,013.31 for prior years assessments, interest and fees.

Park Committee
·         The Park Committee has signed off on the bid for a new fence, that has since been competed by Viking Fence. Two benches were also purchased and installed.
§  Outstanding – The Park Committee is still needing to purchase two “Private Property” signs, a Mutt Mitts box and bags.

New Business
2020 Assessment & Newsletter
·         2020 Dues – Set 2020 Assessment Amount
§  Based off the CC&R, the Treasurer recommends an increase in Annual Dues by $1.00 to $68.00.
§  A motion was made and passed to increase the Annual Dues by $1.00 to $68.00
·         An updated newsletter will be mailed with the 2020 Assessment notice at the end of February.

·         16 owners owe for 1 or more years:

·         Notice of Pending Lien was sent to 4 owners in September with September 28th deadline to pay or make payment arrangements
§  One owner paid in full

§  One owner paid the amount billed in February (no certified fee) on Oct 2
I mailed notice that the lien had been filed, with partial payment received the next day -The additional $242.45 is due

§  2 benches were on sale, so total expense with installation = $191.31
·         Viking Fence
§  Original bid was $3,625.00 + tax = $3,951.25
§  When I met with their crew, I decided to have the old posts cut at ground level, rather than remove the concrete sets which would leave a 2ft deep hole to be filled.
§  When invoiced was received, I asked to have the invoice corrected to reflect the change order, and asked if that would modify the charge.
·         The revised invoice reduced the total bill = $3,427.79
o   Total savings = $523.46

·         The HOA is still exploring setting up an online payment option for homeowners to pay their yearly HOA dues.
Park Committee
·         The Park Committee has completed the purchase and installation of two park benches and the work on the replacing the old fence has started.
·         The Park committee is still needs to purchase 2 new “Private Property” signs as well as a Mutt Mitts box and bags.

New Business
Caroling and Cocoa
·         Caroling and Cocoa will be December 6th, the same night as when Santa is expected to come through the neighborhood.
·         Dawn Davis has graciously offered to host again (Blue house across the street from the park)
