Treasurer’s Report presented by Nancy Rollins

Status of Annual Assessments – Due on 3/31/2019

·         59 owners have paid their 2019 Assessment = 63%

·         33 owners owe for 1 or more years

§  For 2019; 20 @ $67.00, 4 more at various amounts $7.00 to $66.68

§  For 2018-2019; 1 @ $139.80

§  For 2017-2019; 3 @ $203.68

§  For 2016-2019; 3 @ $308.60 + 1 @302.86

§  For 2015-2019; 1 @ $407.73

·         Total past due = $3,907.11

·         I plan to send a Second Notice – Past Due in early May

Expenses

·         Water meter monthly flat rate increased $2.65 to $55.45, effective March 1

·         Progressive Landscapes fee increased 5%, effective March 1

Title companies contact me (usually by email) to complete documents regarding dues status and whether there are any outstanding pending assessments or litigations. If the dues have not already been paid, a check is sent to me upon closing the sale.

Park Committee

·         The Park committee will be meeting on Wednesday, June 5th at 7pm

§  Proposal will explore new park signs, new fence/ barrier wall, new bench, and possible play toy.

Park Committee members are Cammy Austin, Rick Chapman, Dawn Davis,

Deshawn Dixon, and Caitlin Ehli.

·         Dave Black will be out of town for the Annual Meeting so another HOA Board Member will need to do the food shopping. Jason Jablonski and Caitlin Ehli have offered to do the food shopping.

·         Richelle Sherwood and Deshawn Dixon will all be out of town for the Annual Meeting.

Status of Annual Assessments

  • Lot 4 paid their past due assessments last week. There was $45.00 due for 2017, plus interest of $5.40 & the 2018 assessment of $65.00 = $115.40 total
  • Only 1 of our 93 owners owe for only 2018 @ $65.00
  • 8 owners still owe 2018 and for prior years:
    • 3 owe for 2017 & 2018 (3 @ $136.68)
    • 4 owe for 2016 -2018 (3 @ $215.71, 1 @ $210.59)
    • owes for 2015, 2016, 2017 & 2018 @ 304.22
  • Total past due = $1,636.98   

Year-End Financial Status

  • The Checking Account balance was less than prior years
    • 12/31/17 = $5,234.26
    • 12/31/18 = $4,682.40
  • Post Office Box renewal fee increased to $112.00
    • The check mailed on December 12 was evidently “lost in the mail”
    • A new check was written on December 27

Expenses

  • Postage increased by $.05 to $.55 on January 27
  • Nancy bought 4 rolls of stamps before the increase = $200.00
Properties for Sale

  • Lot 81 already has a pending sale - Title company inquiry last week. I said I will accept the $65 amount billed in 2018, even if we increase the assessment tonight. 
  • Still waiting for Lot 67 to be listed for sale

Set 2019 Assessment Amount

  • Bureau of Labor Statistics changed the Geographic Structure for Consumer Price Index (CPI) in 2018. The Seattle-Tacoma-Bremerton CBSA (Core Based Statistical Area) has been updated to Seattle-Tacoma-Bellevue, published bimonthly in even months. The metropolitan area covers King, Pierce & Snohomish counties. 
  • It was much more difficult to locate the information we need.
  • The CPI change was 2.8 or 3.2 depending on which report is used. The report with 3.2 matched the chart used in prior years.
  • The CC&R's restrict change to "no more than" the CPI change for the prior year.
    • If we vote to change the "dues" for 2019, the maximum increase would be 
      • @2.8%  $65.00 +1.82 = $66.82             @ 3.2%  $65.00 + 2.08 = $67.08  
      • I recommend that we increase the dues $2.00 to $67.00
        If all owners paid, that would only increase annual income by $186.00
  • Dues were increased $1.00 in 2017 and again in 2018
  • Please note that we had a net loss in 2018 of over $500
  • A motion was made and passed to increase the Annual Dues by $2.00 to $67.00

  • Caitlin Ehli will coordinate with the members of the Park Committee to schedule a meeting to discuss a proposal.
    • Proposal will explore new park signs, new fence, new bench, and possible play toy.

Caroling and Cocoa

  • There was not a big turnout, mostly due to the weather - We will try again next year.

  • An updated newsletter will be mailed with the 2019 Assessment notice at the end of February.

  • The Conifer Park Facebook Page will be for adult members only – No kids under the age of 18 will be accepted.

Status of Annual Assessments
·         Second Notice – Past Due Statements were mailed on June 4th
·         Reminders were delivered to resident owners with the picnic notice
·         Nancy sent an email reminder to the absent owner of Lot 92 – He had told Nancy back in June that he would send a check when he returned from vacation – No response has yet to be received
·         Only 1 of our 93 owners only owe for 2018 at the rate of $65.00
·         9 owners still owe for 2018 and for prior years: Total past due = $1,752.38
*  4 owe for 2017 and 2018 (3 at $136.68 and 1 at $115.40
*  4 owe for 2016-2018 (3 at $215.71 and 1 at $210.59)
*  Lot 47 owes for 2015, 2016, 2017, and 2018 at $304.22
·         There is “future credit” for lots that have over paid, plus a title company paid for 2019 at $65.00 when paying the past due assessment.
*  Total future credit received in 2018 = $93.12
*  Lot 64 remaining future credit received in 2016 = $60.00 (Owners live in Germany)

Year-End Financial Status
·         The Checking Account balance is already less than year-end 2017

*  12/3/18 = $4,955.07
·         Expenses due before year-end
*  Progressive Landscapes for November (2 days) – Estimated at $298.66

Dues
·         Dues were increased to $65.00 for 2018
§  Based on the CC&Rs, the HOA cannot raise the dues more than the cost of living, CPI increase for the Seattle, Tacoma, Bremerton area.
·         The annual CPI numbers will be released sometime in the of January 2019.
·         The HOA Board will set the Annual Assessment (dues) amount after the CPI information is available.
·         The assessment notice will be mailed in mid-to-late February, with a due date of March 31st.


New Business

·         An updated newsletter will be mailed with the 2019 Assessment notice.


Caroling and Cocoa
·         When: Saturday, December 22nd, 2018
·         Time: 6pm
·         Where: Dawn Davis has graciously offered to host (Blue house across the street from the park)
