HOA Board Meeting - 04-27-11 meeting minutes

Here are the meeting minutes for the April HOA Board meeting.

6.40pm: official start of meeting

- Treasurer’s report

- as of April 26, there are 32 owners who have not paid 2011 dues. Nine of these owners also owe for 1 or more prior years.

- Nancy checked Assessor’s website, no change in ownership on foreclosure properties noted

- A 2nd notice "assessment" reminder will be mailed in June 2011

6.48pm: there has been no contact with landscaping company about the park; it is assumed that there are no changes in fees/rates for now. The HOA's 2010 Federal Income Tax return was filed, with no tax due.

6.50pm: Bank of America called; yard mowed, window repaired; fees not yet paid; Gerry was referred to other person on late shift. The board discussed a possible settlement with BoA. It has been almost a year but still no notice that the property is in foreclosure; it is still showing ‘Stanford’ as owner; Gerry will follow up

6.52pm: a letter was sent to the home owners of the property on the corner of Empress Ct; the remaining “pole” that remained after the trees were cut was taken down; no more parking on grass; issue is considered resolved

- Rental house on the corner of Saxon (2964 Fircrest Dr SE) appears empty. Owners paid the dues.

- letter to be sent to Sidhu (Jackie’s neighbor) about parking on grass – the home is owner occupied and the extra vehicles seem to belong to a brother currently staying with owner

7pm: a verbal complaint was received from the owner of the house on the corner of Fircrest Dr & Earls Ct (Anthony): the neighbor boy had a party and there were so many cars from guests that they were stuck in their own drive way

- Wait for now, see if reoccurring; they possibly have to alert police

- They already confronted the kids, they should contact parents

7.15pm: upcoming events: garage sale 11th of June, annual meeting 2nd of August

HOA Board Meeting - 01-30-11

Here are the meeting minutes for January HOA Board meeting.


Home Owner’s Association Board Meeting

30th of January, 2011

o 6.00pm: meeting starts

- received notice that one house on Empress is now in foreclosure

- we have not yet received a check from BoA for the 4054 SE Saxon Ct yard cleanup that was performed in August 2010 by several neighbors; we still plan on using this money for a BBQ for the HOA picnic/meeting if we receive it in time

- the window of 4054 SE Saxon is still not fixed, Gerry will call BoA again; due to the window shape it will need to be custom glass; it has been over 5 months since BoA was asked to make the repairs; Gerry received a quote from Port Orchard Glass, they would fix the window for about $575; if the HOA decided to get the window repaired by themselves, we do have the paper trail with BoA and can get reimbursed through small claims court

o 6.15pm:

- Trees on 4064 SE Empress Ct property: the owner submitted request about trees, arbors came out

- Issues with owners of the same house: Parking on grass, blocking stop signs, running stop signs, multiple cars parked in front

o 6.25pm:

- 15 houses are not owner occupied

- the broken garage door at 4065 SE Saxon Ct has not been repaired yet, the backyard is still not being maintained

- 2 new foreclosures notices

o Treasurer’s report: $115.33 loss but 10 homeowners have not paid their dues

- Increases in homeowner dues:

§ 1989 to 2005 = assessment of $43

§ 2006 = The Board voted for a raise of $1.20 to $44.20 (the 2005 CPI increase of 2.8%)

§ At the 2006 Annual meeting, we voted (83% in favor) to increase the assessment to $60 for 2007

§ 2007 = $60

§ 2008 = the Board voted to raise $2 to $62 (2007 CPI increase of 3.9% allowed $2.42 increase)

§ 2009 = billed $62 again, even though 2008 CPI increase of 4.2% would have allowed dues increase of $2.60

§ 2010 = billed $62 again; 2009 CPI increase of 0.6% would have allowed $0.37 above the $62 base

§ 2011 = we voted to keep the dues at $62; CPI change of 0.3% allowed $0.19 increase

o Per covenants, the HOA can’t raise the dues by more than the cost of living increase (CPI); therefore we could only raise the dues by $0.19 given the current rate change of 0.3% for our area

o With the Treasurer’s Report showing a loss, it was discussed whether to increase the homeowner’s dues

§ Vote: 3 votes to keep the dues at the current rate, 1 vote to raise the dues

§ Result: the dues will be kept at $62 for now

o The Treasurer’s Report & CPI will be watched closely next year; currently there is no huge deficit and the report will show a plus once unpaid dues are in

- Question raised on Sanford house: should the HOA pay for repairs or continue efforts to get the window fixed by BoA; agreed to continue to keep on pressure, reconvene in spring

- Garage sale set for June 11th, Jaclyn will take care of the advertising, adds will be placed in newspaper & military newspaper with the ad cost to be covered by the HOA

- Annual meeting: first Tuesday in August ( 2nd), 6pm dinner, 6.30pm meeting; invitations to be extended to local commissioner, sheriff, fire station

-When Nancy is on vacation, Danica to get HOA mail from P.O. Box

- Next newsletter: ask people to prepare for the garage sale; gardening article, crazy driving; no raise in homeowner dues (mention that there was no raise since 2008, show history, state that future may necessitate raise)

Annual HOA Meeting – 08-03-10

Here are the meeting minutes for this year's Annual HOA meeting.


6:30 pm: meeting starts

Introduction from Gerry Austin: meeting falls on “National Night Out”

6:40 pm: Treasurer’s Report by Nancy Rollins

6:45 pm: Elections

· Marco DiCicco has completed his Director 3-year term, and 1-year as appointed president

· New Director: Jana Sanders (Continuing Directors: Richelle Sherwood & Laura Young)

· New President: Gerry Austin

· Re-elected Vice-President: Michael Groah

· Re-elected Secretary: Danica Groah

· Re-elected Treasurer: Nancy Rollins

6:50 pm: current issues are discussed

· Park Issues: maintenance company was contacted about the “brown grass”; it appears someone (children?) changed the controls, turning off the water, soon after the grass was fertilized resulting in chemical burn; parents urged to watch their children; also: please provide trash bags to kids when they bring snacks; do not allow children under 12 years of age to play unattended in the park.

· Newspaper-Delivery: local newspaper was contacted about a delivery person with an overly loud car (possibly missing a muffler) that woke up neighbors at 4:00 in the morning; apparently this person has been removed from this route

· Abandoned House: Bank of America was contacted about the state of the abandoned house on Saxon Ct; pictures were taken; BofA said they were getting bids from a landscaping company but no contract yet; if no response by Friday August 6, a group of neighbors will gather and take care of the overgrown yard

· Architectural Review: it was pointed out that permission needs to be obtained from the architectural review committee if a tree over 4” in diameter is to be cut down; last year a tree cutting service was utilized by several neighborhood homeowners without approval; also asked neighbors to inform the architectural review committee of any upcoming construction on the property, so that measures can be put in place (alert other neighbors, provide guidelines, etc)

· Lovebird found on Earls Court

· A Community Garden was suggested, no final decision was made, pending further examination
